COAST GUARD TAPES SENT
Coast Guard tapes have been sent to all radio/TV stations for the 2001 Coast
Guard NCSA campaign, beginning on January 1. These tapes contain both: 30 &: 60
second announcements, scheduled to air for four weeks from January 1-28. If you
need a copy of this tape or have any questions, call the IBA office or NCSA
Coordinator Mark Osmundson at 641-752-4122. We encourage your participation in
this campaign and appreciate your support!
NCSAs
Non-Commercial Sustaining Announcements or NCSAs, are announcements (1) sponsored
by a non traditional advertiser whose resources are not sufficient to insure the
placement of a normal commercial buy, but whose unique coverage needs can’t be
met by the normal placement of commercial spots, and (2) are broadcast using
airtime donated by stations through the NCSA program of a state broadcaster
association. NCSAs are vital to the operation of all 50 state broadcast
associations. Funds received through the NCSA program are used to strengthen
the association in terms of member benefits and administration, as well as to
promote and enhance the business of broadcasting within the state. With industry
consolidation, dues income is no longer sufficient to maintain an office and the
services you have come to expect. Your help is needed and your support keeps
IBA healthy and strong.
GOVERNOR VILSACK TO SPEAK AT IBA LUNCHEON
Governor Tom Vilsack has been confirmed as the keynote speaker for the IBA Mid-Winter
Luncheon, being held January 23rd at the West Des Moines Marriott. The luncheon
will begin at 11:30am with Governor Visack speaking at around noon. Popular sales
trainer, Chris Lytle will present his latest seminar "The Accidental Salesperson"
that afternoon from 12:30-3:30pm. Registration for the day is only $35.00 and the
January 16th registration deadline is fast approaching. Call the IBA office for

LPFM CUT BACK...FCC MOVES FORWARD
On December 15th, Congress passed legislation to cut back the FCC’s LPFM proposal
and on December 21st, President Clinton signed the legislation into law. This
bill allows the FCC to move forward with LPFM, but only under the current interference
standards that ensure interference free radio service. On December 21st, the FCC
released a pared down list of 255 applications eligible for the new LPFM licenses.
These applications were filed in the first two filing windows conducted earlier
this year. They are "standalone applications" (one in which there are no competing
applications) that--according to the FCC--meet the third adjacent channel protections
required by law. Construction permits for these LPFM stations may be granted by
the FCC following a 30-day Petition to Deny Period, if no petitions to deny are
filed. Stations can locate the list of accepted LPFM applications on the FCC

license filing window is slated to open January 16-22, 2001.
NEW WEBCASTING FEE TO BE RETROACTIVE
As you know, a recent Copyright Office ruling determined broadcasters must now
pay additional copyright fees when they broadcast their signal over the Internet.
For the most part, these fees would be paid to the record companies...they would
be paid in addition to the fees paid to ASCAP, BMI and SESAC and they would be
retroactive to October 1998. Unless this decision is overturned on appeal or
otherwise altered, broadcasters who stream their programming over the Internet
will have little choice but to qualify for the statutory license. If you’re one
of the estimated 4,000 broadcasters streaming audio, this ruling could make life
considerably more complicated--and expensive! We’ll keep you posted on any
further developments.
