2005 EAS REGULAR MONTHLY TEST SCHEDULE
Here is the Iowa EAS RMT Schedule for 2005. Reminder…state EAS tests are always the first Wednesday of the month:
January 5 - 8:55am; February 2 - 2:55am; March 2 - 8:55am; April 6 - 2:55am; May 4 - 8:55am; June 1 - 2:55am; July 6 - 8:55am;
August 3 - 2:55am; September 7 - 8:55am; October 5 - 2:55am; November 2 - 8:55am; December 7 - 2:55am and (January 4, 2006 - 8:55am. Rules allow stations to delay the relay of the test up to one-hour. IBA GOES TO WASHINGTON
From February 28 - March 2 members of your IBA Board of Directors will be in Washington, DC calling on Congress and attending this year's NAB State Leadership Conference, focusing on important legislative and regulatory issues affecting our industry. March 2, IBA will be on Capitol Hill, meeting with the members if the Iowa Congressional Delegation and their staff. The Iowa Delegation has traditionally been supportive of broadcast issues and IBA continues to make these face-to-face meetings a top priority on behalf of all Iowa broadcasters.
FCC FINES
A Licensee of a Florida Non-Commercial FM station has been admonished for Airing Advertisements--the violations came as the result of a complaint. A Georgia tower owner was fined $8,000 for Tower Painting Violations. A Licensee of a Michigan FM station was fined $4,000 for Violating Contest Rule. A Licensee of a Nevada FM Station was fined $4,000 for Failing to Respond to FCC Inquiry and a Licensee of a Missouri AM/FM combo was fined $3,000 for Rule Violations - (a) Failing to Provide an Effective Locked Tower Fence (b) Failing to Provide Transmitter Control and Monitoring (c) Failing to Maintain Operational EAS Equipment (d) Failing to Maintain Public Inspection File. This according to the latest edition of the FCC Enforcement Monitor, a monthly publication of our Washington law firm, Shaw Pittman-tracking FCC enforcement actions taken around the country.
NEW CHILDREN'S TELEVISION RULES
Some of the New Children's Television Rules adopted by the FCC in late November will become effective on February 1, 2005. The Children's Television Act requires broadcasters to electronically file form 398 on a quarterly basis, to be placed in the public file and separated from the rest of the public file. Form 398 for the 3rd quarter was due January 10.
